First aid to victims

According to Art. 31 of the Federal Law of 21.11.2011 №323 On the basis of protecting the health of citizens, every person in Russia has the right to provide first aid to the victim in case of an emergency if he has special training and (or) skills. In addition, the articles of the Extreme Need of the Criminal, Administrative and Civil Codes protect the person who provided first aid, even if the victim died or inadvertent harm was caused to him in the process of providing first aid.

       In accordance with the Order of the Ministry of Health and Social Development dated May 4, 2012 No. 477n On approving the list of conditions for which first aid is provided, and the list of first aid measures, there are only 8 emergency conditions and 11 life-saving events that any person can master.

    With injuries and emergency situations in saving the lives and health of victims, one of the key factors is the time to start providing care. Witness to the incident and rescue service personnel can perform cardiopulmonary resuscitation and hemostasis measures. To do this, they must be trained and equipped for first aid.
